My doctor thinks that I have sleep apnea, Im just waiting for a test. I am wondering, can sleep apnea cause a CONSTANT tight/swollen throat? Day and night my throat is very tight. It's worse in the mornings but the swelling goes down a bit as I wake up. Sometimes it feels as if it's going to close off. My acid reflux is controlled by medications and I have had an ENT and Gastric doctor scope me, saying that my throat looked fine.

sounds like what my doctor told me. I have suspected apnea as well (constant arousal from sleep/frequent awakenings, sleepy during the day, fatigue, stress/anxiety) and its suspected that I have a narrow airway because of my throat too. i also have seen an ENT in the last year and had a clear chest xray which showed part of my neck. nothing was found. so its possible I guess.

I'm not a doctor, but I don't think sleep apnea would cause a tight throat rather the other way around. Tightness would make for more narrow air passages and possibly contribute to sleep apnea. I notice something similar with my nasal passages. They are fine during the day but feel swollen often at night and I get stuffy later on and by morning. It's been better since using the CPAP and particularly with the humidifier. I tend to assume it may be allergy related. Perhaps that could be the case for your throat as well?
